My puppy Neon was a bit fearful of other dogs as a baby and this shows up as fear based aggression when confronted with very excited, pushy dogs. To combat this, we got Neon around a lot of behaviorally appropriate dogs of a variety of ages. Even though Neon lived with 3 other dogs, this was not enough.
